Seems to have gotten it by default. None of the "opposition" parties seem interested in opposing him in any substantial manner, so he's able to act like he has a majority government despite the fact that he doesn't.
Even without cheating, the whole party system is designed to maintain a pro-government status quo. Media propaganda and laws working in favor of the established parties prevent PPC from gaining any foothold.

Then we have "proportional" election system that not only favors big parties, but it also excludes minor ones (but German minority gets a pass and they usually get 1 MP in).
We ended up with coalition from center to right of minor parties to bust through the vote ceiling.
