Even without cheating, the whole party system is designed to maintain a pro-government status quo. Media propaganda and laws working in favor of the established parties prevent PPC from gaining any foothold.
Same in australia. ex mining and farming, the unproductive housing sector is the economy.

It's literally a stop gap on changing the status quo away from the establishment because disillusioned right wing Canadians can't get information on alternative parties
Same in Poland.
Media propaganda (sometimes even exclusion by state media that are obligated to show other parties) tries it best to paint minor right-wing/libertarian parties in bad light (commies and socialist parties get a pass).
Then we have "proportional" election system that not only favors big parties, but it also excludes minor ones (but German minority gets a pass and they usually get 1 MP in).
We ended up with coalition from center to right of minor parties to bust through the vote ceiling.
Yesterday one of the libertarian MPs was assaulted by the leftists mob.
