It's interesting. Characters like Pepe, Johnny Bravo, etc, are supposed to poke fun at the hurdles and complexities of looking for a relationship. Obviously, they're doing it wrong for comedy's sake, but they're still sympathetic, in that their failures are on their own heads. They think too much of themselves while trying to woo, and that makes them unattractive. It's a very relatable flaw. They're anti-role models.
Of course, there's a major jump from "This guy is too pushy/thoughtless/presumptive" to "SEX OFFENDER!" But I guess that's the unforgiving of mistakes minefield of modern relationships.
