Yep, IIRC this is a continuous plot thread for the entire first season that they want to kill Chuck as soon as they rebuild the Intersect. There is also the constant threat that they may find it too dangerous to continue letting him live normally and may lock him up somewhere for protection during the first few seasons. Later plotlines reveal that the government is directly responsible for the events that led to Chuck's family falling apart. The show even subtly slipped in a few "are we the baddies?" moments where Chuck is forced to make choices that don't sit well with him.
I feel like Chuck is a bit more of a nuanced case. It does present an idealistic view on the alphabet agencies for sure but frequently Chuck runs into situations where his own morality clashes with the government and he frequently becomes disillusioned with them. Several of the shows main villains only became that way because the government ruined their lives and the show doesnt shy away from pointing that out.
It's the "stretching a 17 page manga chapter into a 25 minute anime episode" technique. I prefer the Naruto approach where they caught up to the manga then made up bullshit filler storylines for a year until the manga was far enough ahead to continue following the real story again. At least you can skip filler episodes. You can't skip it when the episode has the filler embedded.
Sadly this isn't unique to localizers:
In the world of fan "translated" light novels, most translation groups just pump the Japanese text through a MTL and don't bother to edit it much, if at all, instead deciding to focus their efforts on making sure their donations link is working and putting their own retarded reaction commentary of everything that is happening in the form of copious translator notes, completely ruining the integrity of the work. As if anyone gave a shit what the translator thinks. Not to mention that most translators now lock "advance" chapters of a series they don't own behind a paywall.
The anime and manga fan translation scene have also gotten just as bad. The translation scene we remember fondly is long gone and its become a commercialized cesspool, despite being illegal. Nobody seems to be doing it for the love of the medium anymore, it's all become about money.
Some questions for you I would like some clarification on:
Regarding point 1, how would you handle driving while heavily intoxicated? Would you not consider that a crime until they have already hurt someone?
Regarding point 2 and 3, where do you draw the line? If someone didn't know murder was illegal and killed someone would that be a crime? If they killed someone without intending to by doing something they didn't know was illegal is that still a crime?
I am aware these seem like rather extreme and absurd examples but it illustrates what i feel is missing in your idea. They sound great but are a bit too vague and lead to some rather bizzare edge cases where common sense and morality would dictate that a criminal wrong was commited but perhaps it somehow isn't under your rule of law, depending on where you draw the distinction of what constitutes a crime.
The arcade being popular won't necessarily translate to people playing it (or more importantly, BUYING it) on pc. Again Gundam is a niche series, even in Japan. In fact Maxiboost ON has not sold anywhere near as well as previous entries in the series. They have even already released 3 arcade only sequel titles in Japan since maxiboost ON came out (two of which came out after maxiboost came out on PS4) but none of them made the leap to console (or PC) since, and there seems to be no plans to port them. Why do you think that is? It doesn't make them money and likely eats into their arcade profits. They have no incentive to port the game to PC.
