Send their kids to public schools and get free lunch but pay no property taxes (the landlords pay the property taxes, but since the properties are usually filled over capacity, the taxes they paid are not proportional to the social welfare and services they used. Some groups like jews and Muslims form their own 'law enforcement' groups and block outsider from actually enforce the laws of the host country.
