That’s a state by state basis. California, Vermont, Pennsylvania, New Jersey, Massachusetts, Oregon, Wyoming, Alaska and North Dakota were all holdouts and that’s a sizable chunk of the country population.

I think I still have my original selective service card from high school. Never joined but my brother and his best friend did. No idea how my brother convinced him to join the Marines after college. They weren't even smart enough the join rotc and have their tuition covered.
