This is pure nonsense on it's face. In almost every state if you have a driver's license you were already automatically registered, and that has been the case for at least two decades that I know of.
That’s a state by state basis. California, Vermont, Pennsylvania, New Jersey, Massachusetts, Oregon, Wyoming, Alaska and North Dakota were all holdouts and that’s a sizable chunk of the country population.
