I think the furry fucker pulled the trigger, because shooting for the neck is amateur hour, watches too much tv bullshit. Professional killers don't do it like that, angsty redditors do because they're dramatic mental children. I also think Israel is well known for their penchant for windup toys and probably at the very least threatened Kirk with death after he stopped toeing the line.

I think the simple explanation here is that he was simply aiming for the head and happened to not be an expert marksman with thousands of hours at the range. Or did you mean that shooting for anything other than center of mass(ie, the chest) is amateurish?
The latter. If you're a professional who wants someone dead, you shoot for center mass with a weapon you've pre zero'ed and you fire more than once to make sure of it.
