As will a pothole, an oil slick, etc. Tracks are monitored for these things roads not necessarily.

At the very end of the tunnel, you can barely see it but the road has a dip, so there's airtime. The combination of his speed plus the airtime means that Zampella lost control and died soon after impact.
The curve of the road is sharp AF. The other side of the road is a cliff, so you kinda have to slow down there, but he was going too fast to begin with
