Since forever. A warrant is a demand that all law enforcement officers effect the arrest or collection of property. It's not a suggestion, it's an order, and refusing it or intentionally ignoring it's effects is a crime. A court order likewise is a demand that you take specific actions or face a penalty.

The Due Care clause of the constitution was designed for this precise outcome. The President has unique access to the Supreme Court.

People are reporting SNAP benefits are appearing on their accounts.

The power seems perfectly legitimate.

This is a game. If they cared they would remove the law. Farmers and food companies love the subsidy. So it stays and gets paid. Everyone could have seen this coming.
