Punishment is suffering intentionally inflicted on the wrongdoer. That's literally the definition of it. We even apply this to a much less severe degree to our children. The whole reason why it's a punishment to take away your son's video game system or whatever is that it causes him a degree of suffering. If it didn't, it wouldn't be a punishment. Minor infractions call for minor suffering. Very serious infractions (like murdering a woman on the train) call for very severe suffering.
