The best I can think of, is that Hamas wants to get out all its brutality on one go (Machiavelli's recommendation), while Israel's retaliation will take a while. They may think that opinion will turn as they manage to get uninvolved Palestinians killed. Rashida and Ilhan will ignore this, and then cry bloody murder when a hospital is hit because Hamas fighters were hiding in it. It's all just so predictable.
