Yes, they are certainly the same kind of independent as CBC. That's run by a crayon-red-haired cretin that lives in her Brooklyn Mansion and donates to Hilly Clinton.
Parliament has also given the CBC this laundry list of things to do, via the Broadcasting Act. In other words, the CBC has an ideological to-do list that was written by politicians. The prime minister then appoints the CBC's board to ensure this to-do list is done.
