That is one resolution to the Fermi Paradox.
Based no the way things are going my hypothesis is once a species advances enough marxism will be invented and all future progress will stop as they engage in a neverending fight amonst themselves over who is in charge.
Assuming the Fermi paradox is a real thing, which I would argue it's not.
I disagree with the premise of the Fermi paradox, which is the assumption that the universe must be teeming with alien civilizations. On the contrary, I'd argue they're extremely rare, and so it's not paradoxical that we haven't seen any evidence of them.
One could also argue that alien live might just be trapped in their solar system like we are. Maybe more or less advanced but there is certain things we might never be able to do, one of those things might just be leaving our solar system in a machine fast enough until the heat death of our star.
They'd have to not just be trapped in their system, but trapped on their planet. If we could get things into space cheaply, in a billion years, there wouldn't be a spot in the galaxy that a species could discover the radio and not also proof of extraterrestrial life (us). We wouldn't even need lunar colonies to do it either, let alone extrasolar ones.
I think the best argument so far is that we're just early. Supposedly, Earth is one of the earliest of the terrestrial planets to form in a habitable zone. If only a tenth of all of our type of planet produces intelligent life, we could be the very first in the galaxy. That means the only evidence of alien life would have had to cross an intergalactic void, which is a much higher hurdle.
Of all places, jRPG give me the most convincing answer, namely Star Ocean series.
The recurring plot element in each Star Ocean game is the UP3. UP3 stands for Underdeveloped Planet Preservation Pact. All advanced space faring races belonging to the federation must avoid direct contact with less developed races unless absolutely necessary in order to preserve the latter's authentic growth.
Makes sense when you think about it. They don't want to just pick up random races and bring them up to their level because all this will accomplish is turn the picked up race into dependants while likely killing off what made them unique in the first place.
Why grow and develop as an individual when you can just leech from your betters?
If said race drives itself to extinction or technological stagnation then it means that they were not mature enough to sit next to other big boys at the galactic table.

100% what it feels like. They don't want YOU to run those models or train up a model on your own without controlling it. I am very sceptical about the whole anti Ai movement recently because they are dishonest. There is certain things we need to be vary of, yet only ONE expert(of which I forgot the name) actually brings solutions to problems to the table. Specifically not knowing what the AI actually does if we get to that point and looking at it as some sort of black box for which we could train yet another AI to explain to us how it actually works. That is, it we get to the point where we cannot explain AI anymore.

To be honest, I see nothing wrong with that. The problem is the human element -- The people making the rules are the worst people on the planet. I'd much rather have a totalitarian AI than the current crop of assholes.

But a lot of the black-box excuse in practice comes from Big Tech not wanting to divulge their "algorithms" which are really purple haired landwhales flagging your content for removal. "Uhhh, it's a neural network algorithm. Even WE don't know how it works. Try complying with the Terms of Service better."
And then the non-woke, actually ok with racism AI will overtake and rule than western (which I'm really hoping it's Japan, if their media is to go by, there's a large chance their AI will look at us as the adult child caring for their elderly parent that won't stop sitting themselves)
A point I agree with Styx about is you gotta treat this like nukes, either you get to it first or a potential enemy does. Though on that line of thinking, while we don't want China doing it, do we WANT the west to have fully functional AI in it's current ideological lean?
I still think the correct response is ultimately going to be Butlerian Jihad. It's just a question of how long it takes us to arrive at that conclusion.
