(this allows the US to crush the cartels, too) Then deport all English speaking hispanics to said buffer nation and all Spanish speaking people south of there. Anyone caught speaking Spanish in the US afterwards is to be executed.
A permanent solution, but unfortunately, one that will never happen.

I was once on a bus in a faraway land and paid for my fare like I was supposed to.
Several stops down the line, many locals and tourists jumped on the bus without paying.
