This is so bad, the 2 things are not connected at all but you can answer either to get the correct answer.

You do not need to know math at all to do the test.

Was there any justification?

It's because libs keep screeching about "decolonizing" Math and making Math curriculum more Afrocentric, so this is a stab at that perspective

The idea is apparently that the kids are supposed to do the math, and that tells them the answer to the narrative; that is, they aren't given the reading ahead of time.

I rather doubt that's how it's actually done.

Looking at the whole page, it looks like the answers are all contained in a paragraph at the top. The pedagogical strategy of using two separate skills to give answer hints across the board may have some merit, I don't know, but that would be their explanation.

They would completely talk past any discussion of the actual contents of the "answer hint" reading.

They could combine the math and non-math answers with a little creativity.
x = y - 10
50 = 3x + y

Haha. With a new story that you can't find on wikipedia, that might be a bit of fun for the kids (maybe do it as an adventure book answer1, turn to page x, etc...). As is, it makes it easy for kids to cheat on their homework.
