He's no more authoritarian than a lot of the US and definitely Canada. I don't like it, but the way I see it the US isn't that much different of an oligarchy than Russia, particularly the federal government. Perhaps the defining difference is the individual states do still try to exercise some autonomy. For all I know this happens in Russia too, but to a different degree with the dominance of the Moscow-St. Petersburg area with respect to the rest of Russia in international news.

I don't know about praise, but the consensus is that Putin's ideals seem more aligned with the ideals of the backbone of America than those of its supposedly elected leaders. Russia doesn't tolerate the kind of degeneracy that undermines its nation in the way that American politicians actively promote it.
