Big European states, try and micro manage nearly every element of peoples lives, and because it's done legally it's still considered be within the confines of freedom even though there's nothing free about it. Most people admit that the best form of government would be a benevolent dictatorship. That doesn't mean there aren't all sorts of problems with dictatorships which make them extremely undesirable.

Sure, and the same problems exist with democracy. The form changes slightly, instead of a man you have a dictatorial bureaucratic complex, but the effect is really not much different when democracy's inherent problems start showing.
You can have a democratic system without the dictatorial bureaucracy (like the USA did for 200+ years) but yes, any political system can -- and eventually will -- be corrupted, some are just more resistant to corruption than others.
