Most people admit that the best form of government would be a benevolent dictatorship. That doesn't mean there aren't all sorts of problems with dictatorships which make them extremely undesirable.
I don't know where you live but around here "democracy" is held above all the rest.
Most people don't entertain the idea of a benevolent dictatorship because it's simply not feasible. Some form of democratic system is almost always the best option.
Sure, and the same problems exist with democracy. The form changes slightly, instead of a man you have a dictatorial bureaucratic complex, but the effect is really not much different when democracy's inherent problems start showing.
You can have a democratic system without the dictatorial bureaucracy (like the USA did for 200+ years) but yes, any political system can -- and eventually will -- be corrupted, some are just more resistant to corruption than others.
