I'd think it would be safer, and possibly even easier, to make a whitelist of approved sites. It would prevent them from trying to make new links to circumvent any bans.

I can think of only one argument against it and that is that it could easily be abused. How would you prevent government from labeling dissidents as mental defectives, and then using that to justify locking them away for life?
