As for "Risk-based aversion" - the point about taking a gamble is that there's supposed to be a reward for your risk-taking. That's what makes taking a risk worthwhile in the first place.

What's happened with British police forces is that since the Macpherson inquiry, the overwhelming metric British police forces have been measured by is their compliance with the demands of minority demographics, and that is squarely on the Home Office. They're the ones doing the measuring and financing the whole thing.
If there was a muslim caliphate the current police force would all step up for their new roles in the Metropolitan Police of Vice and Virtue.
