The feds have a license plate attached to someone they want to arrest so they go hunting through available data from license plate readers to pinpoint their location. In that case it's almost certain they're going after an illegal wanted for specific crimes as you're right that it serves no real general dragnet purpose to identify those who are unlawfully present.

I read the comment of someone who uses cameras for a living. They were explaining how to buy the cheap laser, and mod it to do the damage the $1500 laser does. But, really I want a phone case with a green laser attached. I'm creeped out about them being programmed to zoom in on cell phone screens. Especially with how often hacks of that platform are live streamed.
Modding a laser just seems like a bad idea. Just from a you're gonna break something expensive, or yourself in the process.
If you want them to ignore your phone screen, just get that polarizing film you can peel off a non working monitor that stops anyone but those that have the film from seeing the screen and make a sheet of it the shape and size for your phone.
When you're not using your phone, don't have that polarizing layer on there. It'll just be a white screen.
