It's part of an "own goal" situation that they should have seen coming, because goth is associated with sexual attraction (whether or not you personally find it desirable in short or long term, "big tiddy goth GF" is a well-known meme), but they didn't think that would be an issue to the teenage boys they're propagandizing to.

and the funniest thing is when you play the game, only your character, Charlie, gets in trouble, not the cohort that lead you there, Amelia. Which means either the British government doesnt think anything you do in the game is illegal, or they think that Amelia is too far gone to be swayed, but "Charlie" isnt so they legally bully him.

What a strange game, they literally have "rules for thee but not for me" baked in.
