Not necessarily. Shooting random people isn't an undisputed tenet of Islam. But what you say is correct. We wouldn't need the Muslim stopping the other Muslims who were terrorists if none of them were in the country to begin with. Would you take a venom that included its own antivenom that, perhaps, in 1 out of 100 cases, neutralized itself?
