Because the terrorists are only a threat to their citizens in their heads, with them being too stupid to see the long term removal of power by their cultural hegemony later on or the elites not caring as they'll be dead by then.

Now nationalists, they're the REAL threat to them since they may actually remove them from power and stop their slush funds very soon..
