The point is than rather than DEVELOPING their countries, a lot of Africa is dependent on handouts. And when they receive these handouts, instead of using it as a foundation to build on to become self-sufficient, they just breed like crazy draining the resources they got in aid more then demanding MORE aid.
It's a cycle that can ONLY be broken denying them aid.
Often times they simply destroy whatever was build to sell it for scrap.
I thought Kunta Kinte was going to destroy the pump and kill Mr. Beast.
Believe it or not I realized this over fifty years when I was kid watching the news on a black & white TV seeing year after year the stories about Africa that never changed. This stuff is well known by now but the egalitarians either can't or won't understand the nature of Africans which is what provides the political fuel for chronic aid to a people who nothing but nature, geology and climate can fix in the depths of time.

Yup. Easily identified as a kid that Israel and Palestine weren't interested in peace once I realized the news for them was always reruns.
I don't think it's genetic, but for sure it's embedded in their culture.
Warm climate folks have little need to plan for 6 months & 1 year from now. There's plenty of food & materials all year long.
Cold climate folks either plan ahead or die.
There's lots of Black & other folks who've come to Canada and fully assimilated to our culture. The climate really "encourages" this! Not recently of course, the 4+ million imports the past 4 years haven't had time to adapt to anything. They're still living and thinking like they were "back at home" eh?
The Haitians even killed French women and children so their genes wouldn't be polluted by whiteness.
The natural selective pressures you point at have eroded too far with postindustrial civilization. There's the genetic factor and the social factor. This effects native populations even before modern immigrants (insufficiently vetted or naturally filtered) are factored in. Even the assimilated nonwhite, non-East Asian individuals will have descendants with genetics more predisposed towards violence and low intelligence than favorable populations. This is a bad when combined with the welfare state, before the new immigrants you mentioned.
I was going to say "predisposition" too, but that too can be overcome, with enough work. Not that 100% will succeed, which means it does take generations to "weed it out" eh?
Did you know blacks in the US commonly heat their homes by opening the oven with it on and turning on the stove? Particularly chilly days are known as "four burner nights" because all stove burners will be lit

Well, it's not just Blacks, but many homes in the South don't actually have heating systems, it's true.
It's like opening the fridge door to cool your house: seems like a good idea for a short time, but...
Mostly Blacks? Possibly. Slum landlords don't equip their units with anything not required by law, eh?

The handouts also actively prevent people from developing skills.
If you want to start a shoe business, for example, and some foreign guy comes in and gives everyone in town free shoes, congratulations, you're out of business
Then 6 months later the "western" shoes are falling apart, and going back to traditional shoes isn't possible because you have to walk 4+ hours to the next town where cobblers are still working.
Bad times!
It's literally the "give a man a fish and he eats for a day or teach him how to fish and he eats for life" maxim playing out in real life.
Except the man refuses to learn no matter how much you teach him, then kills you and eats your corpse
