At the very least, general incompetence seems like a fairly high chance, DEI or not. I very much doubt they are checking too much with the people who do the work in Baltimore, unlike some other ports. Doubly so since Baltimore is a fairly small port in the grand scheme of things.
These ships are generally foreign flagged, foreign owned and foreign operated. On any given vessel, odds are that the crew is either Indian, Chinese, Filipino, or Russian.
What’s Going on With Shipping seems to think that it was a methane leak onboard that ignited. So it’s likely that Jeets failed to maintain their ship and it blew up as a result.

Those squirts to the side look like a cargo hatch getting blown open.
Something flammable built up in a cargo hold and ignited, which is dramatic but not exactly a high explosive detonation.

Looking at a map, it looks like there is a fairly small oil terminal. Which could still fit as that looks like a smaller oil tanker.
Is that bridge that got rammed last year rebuilt yet?
