Definitely looks like a vapor explosion with that long burn and orange fireball.
Those squirts to the side look like a cargo hatch getting blown open.
Something flammable built up in a cargo hold and ignited, which is dramatic but not exactly a high explosive detonation.

Looks like an oil tanker... hard to say with the blurry video. Is there an oil terminal in Baltimore?
Looking at a map, it looks like there is a fairly small oil terminal. Which could still fit as that looks like a smaller oil tanker.
