Think of this in terms of prostitution: this is the same as a cop standing around looking like a prostitute and then arresting anyone who attempts to hire her, whereas entrapment would be a cop going up to prostitutes and attempting to hire them and then arresting them once they agree. Entrapment requires that the cop directly influences you to commit a crime, whereas this is just a cop standing around and watching to see if a crime gets committed.
