This isn't actually entrapment. Think of this in terms of prostitution: this is the same as a cop standing around looking like a prostitute and then arresting anyone who attempts to hire her, whereas entrapment would be a cop going up to prostitutes and attempting to hire them and then arresting them once they agree. Entrapment requires that the cop directly influences you to commit a crime, whereas this is just a cop standing around and watching to see if a crime gets committed.

The english state getting you to do things it doesn't want then arresting you for it? I don't think they care about legality
