Then you have to say you publish Manga AND Manwha or Manhua or whatever the West does. If you have a labour shortage, first look at your business structure to see if what you are offering isn't enticing people or if you have high turnover due to practices.
It's not about growing local business. It's about getting the ESG bux.

There's no shortage of talent in Japan. I guarentee you there's plenty of talent in Japan that they aren't uterlizing simply for having the wrong political leanings or "wrong type of stories" that they don't want.

I don't think they're going to find the help they're looking for. The Japanese model of taking a popular book and finding an artist who wants to adapt it is going to run into a harder cultural barrier over here. Basically... our artist community isn't willing to tolerate the crap that Japanese artists put up with from their producers.
Generally managaka are both authors and artists.
Thats why the corpos want to dillute the pool even further since the community is tight knit in both camraderie and buisiness. And it certainly doesnt kadokawa sets horrible quotas when it comes to the industries. 'At least one isekai per season'

But in the last 10-15 years, an increasing number of the most successful titles have come from LNs. And this article is very specific on that point.
They specifically want more artists, not more creators (writer-artists). And I'm saying they're likely to have an even harder time finding them OUTSIDE of Japan than they're already having finding them IN Japan.

Most people who read manga have libraries in the hundreds, both completed and ongoing. There is no shortage, twitter/pixiv manga are being posted by the hundreds right now looking to get tapped by a big publisher, and those are guys literally doing it for free/donations out of passion.
The problem, like always in this industry, is this company wants to wring out every penny possible from both its creators and audience while fucking them over just for kicks to protect imaginary coins they might have gotten. Which has reached a point where they cannot convince artists to sell themselves to the devil for something they can do on thier own.
Its just the dying gasp of another outdated media industry trying to keep its relevance.
Hell, just look at Comiket, which is up to its 106th event. You can have professionally printed doujinshi with much higher quality than Western capeshit or even domestic commercial manga.
Shit some of my favorite comedy series of the last years (Pseudo Harem, Kuma to Usagi wa Tomodachi dewa Irarenai, Tonari no Seki no Yatsu ga Souiu Me de Mitekuru) all started as just little twitter projects. And the only difference between them and "professional works" was having a bit better art (likely from having an assistant to help) as well as coming out way faster.
There is no shortage of guys and girls out there willing to be mangaka, and the only thing keeping them out is the stigma of the backbreaking conditions and low pay for anyone but the top dogs.
