It's not about growing local business. It's about getting the ESG bux.
That and jp government has had it out for the local manga authors for being rebellious.
There's no shortage of talent in Japan. I guarentee you there's plenty of talent in Japan that they aren't uterlizing simply for having the wrong political leanings or "wrong type of stories" that they don't want.
Don't forget the abysmal working conditions.
