Trump didn't stop the funding on day one because he wanted to have a stick to beat Zelensky with in the event of this exact situation. By cutting it now, Zelensky is to blame for losing it, where he could have pled innocence otherwise.

It reminded me of Trump putting tarifs and visa bans on Colombian politicians after the President personally intervened to stop a plane of Colombian illegal immigrants from getting shipped back to Colombia.
Took hours before the Colombian president walked it all back and sent his presidential plane to pick the illegals back as an apology for the inconvinience.
