She was mass reported by at least 10,000 people in India. The system automatically did this based on what most of them reported the post for, more likely than not.
The bottom line is that there wouldn't be so much skepticism about what really happened to Laura Loomer's account if Elon and Vivek didn't spend the past three days shitting on Americans protesting their own systemic discrimination. Elon 100% brought this situation on himself.

Twitter has LONG been known to have a bot problem, hell it's only gotten worse on ALL social media. This just seems like one way to stop people using bots to create a fake concensus behind their posts.
Instead of “credible” accounts creating fake consensus. You would solve the overwhelming majority of botting problems if you simpler put harder verification requirements on India and China alone. This is about control, not solutions.
Limiting geographically's probably not gonna work, botting's always an arms race. If you only increase sign up requirements there, they'll just pay Nicaraguans or Chileans a few cents to act act as a node to sign up via, or buy access to the same compromised devices on US soil used to commit DDOS attacks, and turn them into impromptu VPNs to sign up through.
You'd have increase sign in requirements for everyone, which fuck social media companies wanting my ID to sign up, I'd rather have bots than a damned big-brother style internet chaperone.
You could always require money to make accounts in high spam regions, and even threaten to report spammer card numbers to card providers under the threat of banning the card provider if they refuse to ban renegade customers.
That would fail in courts as despite credible evidence against them, they'll win on targeted discrimination. Something only the government can get away with....sometimes depending on party in charge.
That means rolling it out for all and, well, we ALL KNOW how lazy and let's be honest, dumb the general public can be so putting more verification steps in front of them will be a massive turn off.
Not in THEIR courts which risks them flooding some other platform that doesn't community note every time they try to promote BS, pushing them up the ratings.
Right now we have a platform that is mainstream, HAS active fact checking not the bs the media calls fact checking and has driven the left so mad they retreated to their own corner so they could stab each other like the ending of a death cult.
This move seems like a lighter hand to target botting, anything harder thats JUST targeted China and India and risks them just blocking Twitter and that seems like cutting your nose to spite your face move.
