Two potential reasons, probably in combination, and weighted more toward the first:

It's just a buzzword he can use to sell overpriced useless garbage to the clueless and/or incompetent boomers who infest every western military and approve military contracts. With a bit of luck these weapons will then just rot in warehouses for a few decades until it's time to get rid of them because they don't work as advertised. With a bit less luck they'll be expended to kill some poor bastards for little reason.

It's like how Google just HAD to do business with the CCP so they could help the Chinese people. Them dropping the "don't be evil" slogan makes a whole lot more sense after seeing this guy speak.

Anyone who has spent any amount of time studying military history (and you certainly don't need the year+ he said he spent in the interview) knows that statement is beyond BS. People have been saying for centuries "well, this weapon will end war because it is so terrible!" WW1 was literally called "the war to end all wars" at the time due to how horrible it was.
If anything, I'd say you are just going to increase war (if your stuff works as advertised). To quote Robert E Lee at the end of the Battle of Fredericksburg

Honestly, I really, really hope that your stuff doesn't work as advertised, because (even ignoring the possibility of things Skynetting) large scale deployment of effective AI weaponry is going to be the stuff of absolute nightmares for everyone except politicians. And hopefully someone develops an effective EMP cannon soon, with the rate things are going.
If you no longer have land war, you are left with biological wars. He wants asymmetric control. Not only does he want to put politicians further from the battlefield, he wants to place himself in a position of greater control. Can't really say if it's simply for profits, or to fulfill his own delusions of godhood.
no new weapon will end wars. it'll just end ever winning or losing them. how do you exhaust the fighting spirit of a people so they'll never fight you? put them in a forever war against themselves.

This war would have been won with effective artillery shell production, instead it got bogged down and reduced to its current form. And now some Big Tech scumbag is using his vaunted 'morals' (lol) as a pretext to produce offensive weaponry with integrated 'AI'.
