We've set up a system where we incentivize people to cross illegally in almost all possible cases. Almost all of their illegal trips are sponsored by NGO's, foreign governments, and massive investments. They could easily get a plane ticket back to their home countries, even if they burned their passport. They wouldn't have a support network to re-migrate them, but they wouldn't need it either. They'd just need a hundred bucks or so, and they'd be back in their home countries by the end of the day.
