There's a EU-wide election later this year. The right is projected to gain grounds in many countries. Which means the establishment is holding back until after the election.
Expect them to go full steam ahead as soon as the votes have been cast.
Did you not see how far the protesting farmers went? It wasn't just blocking, I'm pretty sure some of them took equipment and actually started destroying roads leading into the cities. And that was in protest of attempting to legislate that shit. What exactly are people expecting to happen if they do it underhandedly rather than up front?
If the farmers turn around and go home now, it will be much harder to organize protests on this scale again. The regime was not ready for it this time. They will be the second time.
Don't be so blackballed. Sri Lanka's government was literally overthrown over this issue. We aren't talking about some small issue here. Fertilizer is one of the most important things for a farmer. This is literally a life or death issue.
If they pushed this through anyway the farmer would have nothing to lose.
The Sri Lankans forced their President to resign and leave the country. He was immediately replaced by his Prime Minister who cracked down on the protesters and continued all of the power rationing and other policies that had triggered the protests to begin with.

It lowers pests populations, dosen't eliminate them. So when you buy a plant at a garden center, it's likely infested with mealybugs or thrips, or both. Maby aphids and spidermites too.
Thrips are still going to spread viruses into every single one of your plants despite ''predation management'', and a virus-carrying plant has to be incinerated, along with the pots and soil they grew in, tools disinfected, etc.
There is no cure for plant viruses.
Oh but the government will still ''prescribe'' neonicotinoids for outdoor crops, behind the gate-keeping of a very expensive ''government expert''.
So they still spray the stuff outdoors, where it kills pollinators and butterflies. You just can't use it at home ( neonicotinoids are safe to use around mammals and can be made ''retard-friendly'', such as in pellets you put on soil for the plant to drink the pesticide and the bugs kill themselves when trying to feed on the plant ).
