One of the towns I grew up in had the first murder of the Year announced on the news. It wasn't first baby, or some cool new sign, it was a murder. That usually happens the day of New Year's. One time there was two weeks when a murder didn't happen and people got worried.

There are some wonderful books about how crime is going down. Mass shootings are big because they are rare. Heck, so is war. One of the reasons why WWI was so terrible was that most wars were short and rare in Europe so no one expected it to erupt so badly.
And the Brits were told they'd be done by/home for Christmas, so neither was expecting more than a few months, although comparatively it does seem some expected it to be shorter than others.
People who watch the news and hear about the same mass shooting hundreds of times on the news for a month will swallow the lie about "ThReE MaSs ShoOtInGs A dAy" fed to them later. Their subconscious tells them that they heard about a mass shooting multiple times a day for a whole month, so it adds up.
People who don't watch the news, and heard about the same event once or twice, know it's bullshit.
In a better world, maybe the deceased were acceptable losses such that a glowing profile piece would be appropriate. I'm guessing that isn't the case here.
It's not actually illegal to do what he did so it was the reverse of jury nullification from what I have heard on this story.
