To be fair they are commonly lumped into the same category so I shouldn't say it is a 'totally different' breed however they have much different temperaments.
AmStaffs are smaller, less aggressive and have a much less 'pit bull' looking head and build. Bull terriers are generally pieces of shit because they inherit the worst of both pit bulls and terriers.
It's possible though that the owners know saying it's a pitbull will sound bad so they choose to call it a different breed name thst doesn't sound like pitbull. While the actual animal is a pitbull or another unstable variation.
AmStaffs are generally purebreds, they rarely have aggressive tendencies.
A lot of pit bull owners pretend their pits are AmStaffs for this exact reason.
AmStaffs seem to be mostly just pits with a new name to try and duck the deserved horrible reputation from what I've seen on the banpitbulls sub on reddit.

There's not enough info here for me to take a side.
My parents new neighbors had a pitbull that was well behaved, but decided to get a second one. Nightmare animals. It would strain against it's leash tearing up the grass furiously trying to attack you for stepping into your own backyard.
If someone decided to shoot that particular dog to get rid of it, let's just say I'd tell any cops investigating that I didn't see anything.
