Not only do men have to work 12+ hours a day, and go out for drinks with their boss lest they face being ostracized in the office, but they have to compete with women. These women view the men they work with as at or less than their level because women are hypergamous. You therefore have a significantly larger pool of men viewed as undesirable by women simply by virtue of the women having their own income, and so those men don't get to reproduce. Women in the workforce is a major reason for the decline of the Japanese population, as a further kick to the groin in the already punishing work life of a Japanese salaryman.
This is the future of other female oriented societies where men are being sidelined in favor of women's frivolous wants.

The problem over in Japan is the exact same as in western countries. Women want too high of a standard of living. Since women can now work, women would rather work to increase their standard of living instead of having children.

If you want to improve the birth rate, the only proper way to do that is to ban women from working altogether, change child support laws so that men are default 100% custody and women only get custody if the man gives it to them and women only get child support payments based on the percentage of custody the man gives her. Defund public education entirely and encourage home-schooling. Change the marriage contract so there is no-at-fault divorced allowed and require each party to have a duty toward the other in a marriage which includes having sex for the woman and working to provide for wife and kids for the man. If a person isn't living up to their end of the marriage contract, they can be punished. If you made these changes you would see a sharp increase in the birth rate.
As it stands right now what's going on is that women have made themselves entirely unattractive. Men don't want to have kids with women because the entire system favors women and men get screwed over. Men get absolutely nothing of value from children and women have all the power. Men would like to have children but women make it not worthwhile.
