Actually, this guy is even funnier than Chretien. At least he had polio to point the finger at.
His medical history was not some journalistic "oh no, that's totally normal, it's normal, he's normal" thing. No one was playing cover for his disability. Chretien was also ESL, AND from a spot with a strong regional accent to boot.
And he's still way more comprehensible and clear than... this.
