That's a very good question. Jester has singlehandedly caused more drama and problems than anybody else here. His posts are always heavily downvoted, it's clear that the community doesn't want him here. He's also certainly made far more false reports than anybody else, wasting our moderator's time.
I'd like to avoid punishing people for false reports unless it's properly egregious, because I don't want to disincentivize people from reporting, nor give myself the right to ban people for reporting stuff (which could turn quickly abusive). Yes, there's a limit, but I think communicating the results of the reports is probably better generally.
