Ackchyually, "an" is used when the word starts with a vowel sound, not just a vowel. Europe starts with a "y" sound which isn't considered a vowel sound in this instance.
For an opposite example, you say "an hour" even though it starts with the consonant "h".
It wouldn’t matter. Thomas Sowell wrote a brilliant piece on this using the railroad boom. England would send engineers to build railways in foreign countries and only certain countries would actually take the invention and innovate off of it, creating their own engineering. America, Japan, and Germany were the most notable, other countries used the rails extensively but never bothered to learn how to build and innovate on their own, instead they payed for British engineers to come fix the railways.
I don't see why you'd need to raze anything. The monarchy never officially abdicated and was internationally recognized before it was dissolved. If any state has an air tight right to secede it is Hawaii and hilariously it would result in the new country getting a Republican king.

Fact 3: the UK refused to negotiate peace because they knew the US and Soviets were going to declare war on Germany. Germany likely would have agreed to end the war in exchange for the land that was taken in WW1 and saved millions of lives.
