It wouldn’t matter. Thomas Sowell wrote a brilliant piece on this using the railroad boom. England would send engineers to build railways in foreign countries and only certain countries would actually take the invention and innovate off of it, creating their own engineering. America, Japan, and Germany were the most notable, other countries used the rails extensively but never bothered to learn how to build and innovate on their own, instead they payed for British engineers to come fix the railways.
