Bitchute is hosted in the UK. Most likely this is being legally forced on them.
Reading it, the law has been modified in the UK, and so the site's guidelines have changed to reflect that. They also say 'normal' content should be equivalent to BBFC 12 rating. Not sure if that's new, or just them clarifying.
