In that case it wouldn't be for PR purposes but to send a message to the target and his allies "we can get you at any time AND make you take the blame". Just enough plausible deniability for a media coverup. It would make about as much sense as the Jan 6th scam that they ran with for months. It's a little of both. I know very smart people with highly technical jobs who are political ignoramuses simply because they don't want to spend brain cycles on political topics. The smarter ones at least do not express strong opinions either way. They might fit into your definition, but far more people are either low IQ or criminally ignorant.
