That's because there aren't any actual, formal proposals. This all started when it came out that some Indian Trump appointee tweeted awhile ago about removing H1B caps. MAGA Twitter understandably criticized this position, then Elon made a bunch of dumb tweets in support of H1B, which then further enraged MAGA, and that's where we are now.
The reason why Japanese real estate agents try to unload those properties on gullible foreigners is because Japanese people don't want them. Some of those properties are jiko bukken, which is a property where someone died or where some terrible crime was committed. There's a cultural stigma against these properties, so nobody wants to live there. If someone actually does buy and move into the property, the neighbors shun them. The other "cheap" properties that don't have this stigma are often in really bad disrepair. That's not necessarily terrible--there are plenty of gutjobs in the West--but they're not actually cheap, plus you have to deal with the local bureaucracy making sure you repair it the way they want.

Regarding Mad Max, I have a question about the Steam version of the game. The Steam sales page for it claims that it uses Denuvo, which doesn't sound right for an older game being sold for $1.99. Further, Mad Max is being sold on GOG without Denuvo, so there isn't any consistency about this between vendors. Can someone who owns the Steam version please confirm whether it actually uses Denuvo or not?
