Agreed. That's why fines should all be as community service - not only is this inherently fair, and not only does it avoid perversely incentivising the government to hand out more fines, but it helps society

Yeah. Intelligence reports never say how they got the info, so we have no choice but to make an inference there, but my reading is that Ukraine was planning it themselves. This also makes the most sense from the Ukrainian POV since the US could've spoiled those plans by alerting Germany etc.

I really doubt the US sent in soldiers close to any front line. Special forces, yes probably (operating under cover), but if uniformed US soldiers got killed in Ukraine and Russia used their deaths for propaganda, that could drag the US directly into the war. Very grave risk for no great benefit. But away from the front lines? Yes, without a doubt.
