All Western countries can function on tariffs and a 15% consumption tax (that includes rent and the interest rate differential between buying and selling for loans, generally around 1.5-2% of the interest you pay on loan would have a 15% consumption tax). Literally every other taxes including property tax can be eliminated. 0 subsidies or exemptions or special status for anyone. Everyone regardless of social status is taxed exactly the same. This would be the optimal tax policy.
