It's difficult to be armed at all times because society doesn't allow you to be. I'm at a pool right now in my bathing suit. To be armed I'd need a gun next to my towel which I'm fine with but no one else would be. Hanging out at a park with your kids though is something you could be armed at.
Mostly off topic, but I think some surfers carry glocks for sharks with the barrel ported down the length to keep the water in front of bullet from slowing the bullet enough to cause overpressure.(To let the water out, I guess) Never seen one, only heard descriptions, so I could be completely off base on how it works.
Bullets suck at penetrating water (which is why underwater firearms tend to be dartguns or spearguns instead), but it could be something like a "gun" that fires blanks with the intention that the shock and noise would scare off the shark.
Seriously, can ALL Whites be armed at this point?
The fact I can say this and it NOT be about race but clear documented criminal evidence should tell everyone how fucked the situation in the west is.

It is for surfers who are being attack by a shark, not divers hunting them, it is a contact, or near contact, weapon when used on sharks.
